I would not recommend this for anyone with truly small kids. I only give these out to my kids and friends of the same age. They all play with GoGos all the time and can handle it. Plus I do advertise at school faites etc that there is a small plastic toy inside. But now my cakes are already so famous that kids will buy them only because they know they're also getting a toy. I know my son loves gogos too! However, I don't think that's a good idea to put a very small plastic toy that is inedible inside a muffin/cupcake. Not only it contains paint/colour that may be toxic (surely you've heard of recalls from toys like Thomas Tank), but most importantly the small gogos may choke the children when they eat it and not a good thing to happen.
